  10. Get 6 tbsp minced garlic
  11. Make ready 1/2 cup ginger, julienned
  12. Prepare 1/2 cup carrot, julienned
  13. Take 1/2 cup red bell pepper
  14. Make ready 1/2 cup scallion, julienned (spring onions)
  15. Take 1 tbsp sifted flour

  1. Clean the fish and slit open and let it stand for few minutes and drain well then sprinkle with salt all over the fish
  2. Take a large skillet and heat up oil and fry fish until brown then remove the fish from the pan and set aside
  3. In the same pan saute garlic and onion until light brown
  4. Add ginger, scallions, carrot, and red pepper and add in garlic salt and lemon pepper
  5. Add soy sauce, apple cider vinegar (or white vinegar), water and brown sugar. Sprinkle salt and pepper for taste as needed (optional)
  6. When the mixture boils, add flour to thicken
  7. Add fish cover the skillet and simmer for 5 minutes
  8. Remove and transfer to serving plate and serve hoti
