Or use a cutter and cut two small circles. Place the mashed fish on the first and cover with the second circle and gently hold up the edges press hard to close the edges. I actually recommend this method for a perfect result. Another method is to roll out d dough flat place your fish roll out another dough cover it up and use a round cutter to make the circle filled shape
Place the doughnuts on a floured surface and allow it to rise in a warm place for about 10min. Then fry on medium heat till each sides are golden brown
